During the 11th Five-Year Plan period, the motor energy-saving system project was included in the national top ten energy-saving key projects. Driven by the national policy, the motor system has made great progress in the promotion of energy-saving products, research and development of energy-saving technologies, and implementation of energy-saving technological transformation projects. The motor industry is in terms of industry scale, product structure, technical level and marketization. Has been greatly improved. However, Li Aixian said at the meeting that we must clearly understand the complexity and long-term nature of energy saving in the motor system. China's resource and environmental constraints are increasingly prominent. There is still a big gap between the energy saving level of the motor system and the demand, mainly in the technical standards. Basic work needs to be consolidated; efficient, general-purpose and special equipment are yet to be developed; reasonable matching of motor systems and operational efficiency need to be improved; third-party energy-saving service teams need to be strengthened; policy mechanisms need to be improved. Zhang Xin also pointed out in the subsequent speech that China's motor system energy-saving technology is backward, the motor system is inefficient, and the current high-efficiency motor market is small. Although there are many companies producing high-efficiency motors in China, their market accounts for only 10% to 15% of the total motor market. A considerable part of this 10% to 15% ratio is for export. According to the "Research Report on the Ways and Countermeasures for Motorization of Motor Speed Regulation Technology", as of the end of last year, the market share of high-efficiency motors in China was less than 3%. On the basis of the 11th Five-Year Plan, the energy-saving work of the 12th Five-Year Motor will be further developed. The comprehensive work plan for energy conservation and emission reduction in the 12th Five-Year Plan indicates that in the next five years, it will achieve a 16% reduction in energy consumption per 10,000 yuan of GDP and a goal of saving 670 million tons of standard coal. As a key project for energy conservation and emission reduction, the operating efficiency of the motor system should be increased by 2 to 3 percentage points.
In March of this year, the Ministry of Finance and the National Development and Reform Commission jointly issued the "Notice on Printing and Distributing the Implementation Rules for the Promotion of Efficient Motors for Energy-Saving Products to Benefit People", and promoted high-efficiency motors by increasing financial subsidies. This year's national high-efficiency motor promotion task is 31.77 million kilowatts, accounting for about 30% of the annual domestic motor sales. According to relevant sources, high-efficiency motor growth in the next five years is an inevitable event, conservatively estimated annual growth rate of 70% the above. The high-speed growth of high-efficiency motors has a far-reaching impact on the industry at the expense of the general motor market. It is expected that the production and sales of ordinary electric motors will start to grow negatively from 2013, and its market share will be less than 30% by 2015. It is not ruled out that the general motor can be completely eliminated from the market under the policy.
